This is an unmonitored component. So we are using the Average Emissions Factors for Refinery.

Chemical for the stream that this component is on have been indicated to be comprised of 50% of REPORTABLE and ORGANIC chemicals.

9% of this stream is indicated as Methane.

Since Methane is an organic compound (but not Reportable, for this report), we add it back to get a total of 59% Reportable Organic for this stream.

The effect of the calculation is to reduce (but about 50% the reportable emissions since 50% of this stream is an reportable organic compound and then to add back a little (for mysterious reasons) because 9% of the stream is methane. The equation is: Reportability Adjustment = (59% / (59%-9%)) x 59% = 69.6%. Of course, if there had been no Methane, this would have been a much simpler calculation- we would have simple reduced the emissions by 50%. And the total subtraction for Methane is capped, by rule, at 10%.
